Why can't i create thread under Plastic & Document??

That's the Service Category only verified sellers can or at least u need to pay advertising fee..so of course u can't start new threads there

To be verified means: Some of the mods or admin try your service..
First you can pay and get a PayPaly in verified section.. If you do your service very well, maybe you will be verified..
But not enough to be verified by some of your customers..
