Anyone who wants to go out will have to get an OR-code; it will be possible to go outside only with the code in the smartphone or its printout.
As follows from the "regulations", compliance with going out on request will be monitored using patrols, video surveillance, mobile billing and banking transactions. Residents are expected to be fined for violating the regime.

Officials, security officials and deputies will not need to register, their pass (without limitation of directions) will be their service certificate.
