Mobile operator MTS announced plans to issue SIM cards with an NFC chip tied to customers' bank accounts. This is the first time such a service will appear in Russia, so market participants are positive about the company's intentions.However, they believe that the main issue is the development of infrastructure and an increase in the segment of card payments.

Andrey Shlyakhovoy, Chairman of the Board of MTS Bank (formerly MBRD), said that the bank, under the brand of one of the largest cellular operators in Russia, will actively develop modern technologies so that customers can access their accounts via the Internet and using a mobile phone. Among the new products on the market are SIM-cards of the mobile operator MTS with support for MasterCard PayPass contactless payment technology linked to customer accounts with this bank. Payment with a mobile phone will be carried out thanks to the built-in NFC chip. The innovations should be presented already in the second quarter of this year. In addition, MTS plans to equip its points of sale with infrastructure for servicing contactless payments. MasterCard, according to MTS, will actively support the project under the agreement signed at the Rusnanotech 2011 forum between the mobile operator and the payment company.

As you know, the infrastructure of contactless payments is beginning to emerge. According to MasterCard, contactless payments can be made in 37 countries of the world, including a number of Russian cities.

Until now, NFC technology has been used in some models of mobile phones, the number of which was limited. Moreover, the development of infrastructure in Russia was generally questionable. Now the innovation will be used in SIM-cards, which can be installed in any cell phone.

Some participants in the banking market consider cooperation with mobile operators in this direction mutually beneficial. For example, Andrey Stepanenko, member of the board, head of the directorate for retail banking at Raiffeisen Bank, said: “We are interested in projects related to NFC, including the issue of SIM cards, since this will allow both the bank and the mobile operator to work with customer bases. friend."

VTB 24 has a slightly different opinion. “A mobile phone, perhaps for someone, will indeed prove to be a more convenient form for such payments than a bank card,” says Alexander Borodkin, head of the bank's plastic cards department. - But the question is in the reception infrastructure. If there is infrastructure, there will be demand. If it does not exist, there will be no demand either. " VTB 24, Borodkin believes, is ready to introduce such technologies, but only within the framework of a specific business case, where this type of payment will be in demand.

Cellular operators on the market have different attitudes towards the idea of linking a bank card and a SIM card. For example, in “Beeline” they are sure that to popularize NFC it is necessary to rely on services popular among the population. In particular, it is easier to popularize the technology of contactless payments when paying for transport, and only then can bank cards be emulated.

According to expert forecasts, the NFC boom in Russia will begin in 2013-2014. At the same time, according to market participants, everything will depend on external conditions. The more investment in infrastructure there is, the faster the contactless payment industry will develop.

At the same time, the participants of the banking market do not hide the fact that they would be interested in cooperating with large mobile operators in other areas as well. In their opinion, numerous points of sale of mobile networks can in the future become platforms for the sale of banking products and services for a vast client base of potential consumers. Banks, in turn, can offer telecom operators their financial services: Internet banking systems with the ability to pay for mobile communications, bank cards, credit products.

Aleksey Levchenko, Chairman of the Board of Renaissance Credit Bank, says that mobile operators operate with an extensive client base and understand well the needs of the interested audience. Thus, a partnership with a mobile operator will allow the bank to be more precise in offering financial services and to provide wide access to financial services in any corner of Russia.
