The Japanese government adopted a draft cybersecurity strategy for the next three years, naming China, Russia, and North Korea for the first time as cyberattack threats.

Japan's Cybersecurity Headquarters has approved a draft of a new three-year strategy. For the first time, Russia, China and North Korea are named as potential sources of hacker attacks in the document, TASS reports.

The strategy, which is expected to be approved soon by the Cabinet of Ministers, says that the cyberspace situation contains "the risk of a rapid development of a critical situation" and that three states are suspected of being involved in hostile cyber activities.

The document also claims that China is conducting cyberattacks in order to obtain military and other advanced technologies, and Russia - ostensibly to achieve beneficial military and political goals in other countries.

At the same time, it is said that in response to cyber threats, Japan will take "tough countermeasures, using all available effective means and opportunities," including diplomatic measures and criminal prosecution.

In terms of eliminating risks to economic activity, the strategy noted the need to ensure reliable protection of critical infrastructure, such as submarine cables, and to create new security and reliability standards for IT devices.

To strengthen cyber potential, Japan intends to work closely with the participants in the quadripartite security dialogue, which also includes Australia, India and the United States, the strategy says.
