There are times when it is impossible to pay for services or goods with a card issued by a Russian bank. In this case, the system or the seller-consultant asks to contact the issuing bank for clarification.

An issuing bank is a financial organization that was engaged in the design of a payment card (salary, credit, etc.).

Functions performed​

An issuer is a bank that performs standard functions in accordance with the regulations of any credit institution:
  • Operations to open or close accounts and other manipulations with them. For example, several bank cards can be attached to one account, which different people (family members, company employees, etc.) have the right to use.
  • Confirmation of the work of the card. This means that at the time of making the payment, the bank agrees that this credit card belongs to you and the authorization process was successful.
  • Providing full information about the operations performed with your account: replenishment or withdrawal of money from a bank card
  • Installation of security systems of various kinds: a limited number of entering the wrong pin-code, code word, etc.
  • The ability to carry out payment transactions in other banks: withdraw money from "foreign" ATMs, top up the mobile phone balance through the registered terminals of the mobile operator, etc.
The essence of the concept of an issuer is that the account is attached to a specific bank. He sets the conditions and restrictions on the use of the card, and is responsible for its operation.

When using a credit card, the issuing bank gives guarantees that the required amount will be debited from the account in favor of the seller or another person. In support of this, when checking out, you enter the pin code and sign the issued checks.

Credit card problems and solutions​

In some cases, the payment system of the organization to which you want to transfer money refuses to carry out this operation with a reference to the card issuing bank. Most often this happens when shopping in foreign online stores.

What does it mean "the operation is possible only with a bank card"?
There are a number of reasons for this refusal:

Reason # 1 Card blocked​

Check the card for blocking. The bank may have deactivated (frozen) an account or a specific card without your knowledge, so the online transaction cannot be completed.

What to do?​

There is only one option: call the bank's hotline and find out why the payment is not being processed. After clarification, the operator will offer options for getting out of the situation. It will take some time (sometimes several weeks): proceedings, processing applications, card restoration.

Reason # 2 The card does not match the payment​

Check if this type of bank card is suitable for making purchases in a particular online store. Most likely, it is not supported by the payment system. So, many stores work only with certain cards of the Visa series, and if yours is not, then you will not be able to make purchases in this store. Also, the card may be invalid for payments in other countries, and not only in a particular store.

What to do?​

It is only your lack of foresight that is to blame. This means that when opening an account, you did not tell the bank employee about your wishes regarding the use of the card. If you plan to make payments that do not support work with this type of card, then you will have to go to the issuing bank (the one that opened the account) and issue a new, more universal one to the same account.

Reason # 3 Technical failure​

This often happens for technical reasons: an error on the server, a non-standard failure, etc.

What to do?​

In this case, it is neither your fault nor the fault of the issuing bank. Nobody is immune from technical failures. If you are sure of the solvency of your card, then just wait (from several hours to a day) and repeat the operation again.
