For which bank? if you are cool with netspend you can create one with ssn and dob.

Oh yeah it can. You get routing number and account number for ACH push or pull. You can create a paypal account and link netspend to it and withdraw your cash. Don't forget to flood banklog owner's phone number and email so he/she wont get alerted
