The method of checking the balance of the card via Skype has not worked for a long time.

You can check the balance of the card using the following methods:
1. Find out additional information from the card and make an enroll out of it (access to the card through the bank account).
2. Change the number to the cardholder, then call the bank's hotline from this number.
3. Add the card to a banking application or any financial application after confirmation through micro-deposits.
4. Hack the cardholder's phone and read his SMS.
There is no other way to find out the exact balance of the card.

How To Access To The Bank Account By Using Cc
 
In order to create a bank account, CC data is not enough.
To the data of the CC, you must find out - SSN, DOB, DL, CS, CR, BG.
All banks require a different set of documents for registration.
