Will I be able to cash out from ATM using cloned card in post-soviet country? Do I need anything else besides blank card , card reader , software and dumps?
 
can someone explain to me what is cloned cc's?
and how do i stay safe?
 
To create and then cash out cloned cards in any country, you will need the following tools and materials:
1. Valid dump, which will include track1 + track2 + pin
When buying, be sure to make sure that the dump is without regional blocking, otherwise you will only be able to use it in the specific home country in which the card was created.
2. Blank card with magnetic stripe
3. Any card reader, for example MSP206 or any other similar.
4. EMV software for writing a dump to a blank card, for example a cardpeek or any other similar.

The above from the list is quite enough for creating a cloned card and its further use.

You can buy all devices and materials inexpensively on Aliexpress, they are legal for sale and delivery, but cashing out cloned cards is an illegal and dangerous undertaking. Therefore, be careful when cashing out - use a mask and a baseball cap that hides your face from the ATM video camera. It is best to travel to a neighboring region to cash out and not cash out at your place of residence.
 
Lately I've been interested in cloning cards , until i stumbled to one problem - cashing out from ATMs has been banned on STRIPE cards if its outside of country. the thing is , there is no way i get dumps from my country (for some reasons) . Whats the other way of cashing out outside of card providers country? is cloning EMV card same as stripe card?

You answered very well , in details , but whats making me unsure is i saw an article , saying cashing outside of providers country is banned . can you confirm it?sorry if it sounds dumb.
 
Straip has its own separate cards that can be ordered in your account.
You can clone absolutely any type of card.
To use cloned cards in another country, you need to buy and record dumps (track and track2 + pin) WITHOUT REGIONAL BLOCKING.
Otherwise, you can only use kats in the country of the issuing bank.
It is very difficult to find reliable dump + pin sellers, in 99% of cases they are prepaid scammers.
